INVITATION FOR PUBLIC COMMENT
To assist in the revitalization of Lower Manhattan, the Lower Manhattan Development Corporation (LMDC), a subsidiary of Empire State Development, is considering a Plan to offer financial assistance to eligible individuals who currently live and agree to remain in specified areas of Lower Manhattan. The Plan also offers financial incentives to encourage individuals to move into these areas of Lower Manhattan. Both renters and homeowners would be eligible to participate under this Plan. In addition, the Plan provides job training assistance to affected individuals to help prepare them for employment at companies in Lower Manhattan. Funding for the Plan is being provided by LMDC pursuant to a U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant.
